No, it's the uncut English dub. 
There's a dub out already, but they "kid-proofed" it. Turned all the guns into water/plunger dart guns, all the booze into fruit juice, took out the blood, etc... and cut out huge parts of the story...
Now they're putting out a new, uncut dub. YES! *dances*

They're re-releasing One Piece uncut on DVDs. For the longtime fans, that means WITHOUT all of the infamous edits that the japanese creators imposed on the mainstream American broadcast of the show. Aka no cursing, weapons, bleeding, smoking, incest, child molestation, gruesome death, etc.

Well, it is with One Piece. There's nothing seriously nasty in it to begin with. They edited it to the point where it didn't make sense--people would get cut badly, and there was no blood, a plunger dart to the face was enough to incapacitate big tough guys, stuff like that.
And what kinda sissy pirates get drunk on juice? (Yes, I know, wine is fermented juice, let's not get technical here xD)

Well, you might like the new dub better than the 4Kids one, if that's what you've been watching.
But, some people just hate it any way it's served up xD
